Heller , the Supreme Court affirmed for the first time that the right belongs to individuals, for self-defense in the home, while also including, as dicta , that the right is not unlimited and does not preclude the existence of certain long-standing prohibitions such as those forbidding "the possession of firearms by felons and the mentally ill" or restrictions on "the carrying of dangerous and unusual weapons". The national debate over gun violence rarely focuses attention on the role of the gun industry in enabling this public health crisis. The national conversation about gun violence in the United States focuses primarily on the harms caused by the misuse of firearms—the details of the incidents that take the lives of 40, people every year and grievously injure tens of thousands more. But largely absent from the national conversation about gun violence is any mention of the industry responsible for putting guns into our communities in the first place. The gun industry in the United States is effectively unregulated. The laws governing the operation of these businesses are porous and weak. The federal agency charged with oversight of the industry—the Bureau of Alcohol, Tobacco, Firearms and Explosives ATF —has been historically underfunded and politically vulnerable, making it nearly impossible for the agency to conduct consistent, effective regulatory oversight activities. Congress has also eliminated some of the most useful tools for ensuring that gun industry actors operate their businesses in the best interests of consumers and are held accountable for harm caused by their products.

The bill also required states to establish registries for sexual offenders by September During the presidential campaign , Bill Clinton sought to reposition the Democratic Party, which had previously been attacked as "soft on crime," as an advocate for "get-tough" policing strategies as well as investing in community policing. Federal funding for additional police and community policing were both priorities of the Democratic Leadership Council , of which Clinton was a member.

Temporary transports of some items, most notably suppressors, do not need to be reported. The ostensible impetus for the National Firearms Act of was the gangland crime of the Prohibition era , such as the St. Roosevelt in With a few exceptions, the tax amount is unchanged. Originally, pistols and revolvers were to be regulated as strictly as machine guns; towards that end, cutting down a rifle or shotgun to circumvent the handgun restrictions by making a concealable weapon was taxed as strictly as a machine gun. Conventional pistols and revolvers were ultimately excluded from the Act before passage, but other concealable weapons were not.
